The authority says – there was no electricity in that wire, so how did Upesh die?

Work was underway on an 11 kV electricity distribution line from Bus Park in Dhulikhel, Kavrepalanchok to Saraswati Bazaar. While doing the same work, 28-year-old Upesh Pariyar from Sarlahi died of electrocution. Pariyar, who lost his life while working on a pole, is from Gharibthan, Ishwarpur Municipality-12, Sarlahi. He was experienced in the work. The police and the Electricity Authority are currently investigating how he died despite being experienced. Initial investigations suggest that there may have been an electrical leak. Police have stated that it is yet to be determined whether it is due to the negligence of the Authority employees or the future. Investigations are currently underway from both angles. According to initial investigations, Pariyar came to do this work through a contractor. He had been working since the beginning. The preparations were to complete the wire extension work and conduct a test (by passing electricity) on Saturday.  The contractor is ready to hand over the power line to the authority after completing the work on Saturday itself, said Rajabhai Shilpakar, spokesperson of the Authority. According to him, the distribution center had issued a notice at the local level on Friday itself about the power supply from Saturday. However, Shilpakar has claimed that there was no power supply on the line when Pariyar's accident occurred. He said that the Authority is investigating how the electricity leakage occurred on the line that was not powered. After Pariyar's death, discussions had been held between the Kavre Electricity Distribution Center and the victim since 10 am on Sunday. According to DSP Min Bahadur Ghale, spokesperson for the District Police Office, Kavre, it has only been confirmed that Pariyar died of electrocution. The real cause of the incident has not been confirmed. We cannot immediately say whether the electricity was cut off while he was working or whether there was a leak from somewhere,' DSP Ghale said, 'Since this is a technical matter, a detailed investigation should be carried out.' Pariyar's body is currently kept at Dhulikhel Hospital. As soon as the incident was learned, some relatives including his wife from Sarlahi have arrived in Kavre. The family is demanding an investigation into the incident.  DSP Ghal said that an investigation is underway into what kind of agreement was reached since Pariyar came to work through a contractor company. According to the police, there was a problem of lights going out during rain and wind in the area around the CDO office from Dhulikhel Bus Park to Saraswati Bazaar. A new system was prepared to reduce this. The accident occurred before the old system could be transferred to the new one. Amritbabu Adhikari, the head of the Kavre Electricity Distribution Center, who has been working with Pariyar and his team on the expansion of the said system from the beginning, informed. 'It was said that the expanded line would be tested and then handed over to us.  That's why we even issued a public notice," he said. "We don't know how the contractor was making them (the workers) work." He said that since it was decided to test the extended line on Saturday, they were also informed not to leave livestock around and not to touch the pole. But we are investigating how the line got electrified before the electricity was switched on, "he said. "We can't say anything right now." Dhulikhel 'No-Light' in-charge Ramkrishna Karki had also gone out to work with the deceased Pariyar's team. They were doing the final stage of work including connecting and tightening the new extended wires. He says that they worked accordingly as they were told to test the electricity only after connecting the wires. The workers check whether there is electricity or not before climbing the pole.
