NRN convention to be held in May as per Supreme Court's mandate: Foreign Minister Dr. Rana


Kathmandu, Foreign Minister Dr. Arju Rana Deuba has directed that the general convention of the Non-Resident Nepali Association (NRNA) be held on the date set by the court.

As per the Supreme Court's order of Chaitra 21 last year, the NRNA, which was divided into various groups after the ninth convention, had been given the responsibility of holding a unity convention to a high-level committee.

A joint bench of Supreme Court judges Sapana Malla Pradhan and Nahakul Subedi had formed a 13-member high-level committee under the leadership of Dr. Shesh Ghale and issued a mandate to hold the convention within six months of the publication of the full text of the verdict. Since the Supreme Court's verdict was made public late, it will be six months until May 18.

The high-level committee led by Ghale has announced the date to hold the NRNA convention in Kathmandu in physical presence on May 3-5 and has already called for membership. Even as the high-level committee is moving forward with the final preparations for the convention, the Badri KC group has not yet cooperated and coordinated with the high-level committee and has not even accepted the order issued by the Supreme Court's Judgment Implementation Directorate. Dr. KC, who has not attended a single high-level committee meeting, did attend the meeting called by Foreign Minister Rana on Friday. 

Committee coordinator Dr. Shesh Ghale said that as per the court's order, there is an obligation to hold the unity convention by May 19. Accordingly, the committee has announced that the unity convention will be held in Kathmandu from May 3 to 5. He raised the issue of contempt of court if it does not hold the convention within that period. 


After KC argued in the meeting that the convention scheduled for May should be postponed, Foreign Minister Rana made it clear that there will be no right or left in implementing the Supreme Court's order. Foreign Minister Rana urged all groups to participate in the unity convention as per the Supreme Court's order and said that there is no alternative to unity in the NRNA. 


The secretaries of the Ministry of Law and the Ministry of Foreign Affairs who participated in the discussion said that the organization should be renewed by holding a convention within the time limit given by the court. They also said that elections should be held in May as per the Supreme Court's order and said that the ministry will take action if the NRNA dispute is not resolved.


Although Minister Rana urged the high-level committee to facilitate the inclusion of the other party in the meeting, she said that the date of the mandate should not be cut. 

Former chairmen, including KC, who had not been present in the high-level committee before, were also present in today's meeting. 

Many have also considered it surprising that the group that is trying to make the high-level committee fail has reached the discussion with the government at the beginning. 

Committee coordinator Dr. Ghale and members Dr. Upendra Mahato, Jiva Lamichhane, Devman Hirachan, Bhawan Bhatta, Ram Pratap Thapa, Kumar Prasad Pant, Binod Kunwar, Janaki Gurung, Kul Acharya, Badri KC, Rabina Thapa and Umesh Kumar Pudasaini were present in the meeting. They all had their say. While giving their views, 7 people had said that the unity convention should be held in May, 4 people had proposed holding elections in October, and 2 others had kept their views neutral. 

While the long-standing dispute within the Non-Resident Nepali Association (NRNA) remains unresolved, Foreign Minister Rana has conveyed a positive message after holding discussions with stakeholders at Singha Durbar on Friday. 

During the meeting, participants discussed the Supreme Court's rulings and their implementation. The Supreme Court had given a mandate to the Ghale-led working committee to resolve all disputes and hold the 10th general convention of the NRNA within six months, while ruling on the long-standing dispute over the authority of the NRNA. 

Minister Rana called the meeting on Friday to facilitate the situation in which the Supreme Court's ruling was being interpreted in his favor. At the beginning of the meeting, Rana had suggested holding a general convention of the NRNA together. His press coordinator Ekraj Pathak informed that he had suggested holding the general convention of the NRNA in May as per the Supreme Court's mandate. 'The minister has requested to hold the general convention of the NRNA as per the mandate. The NRNAs have taken their own stand in the meeting,' he said. She also said that the ministry is ready to facilitate the NRNA to move forward by uniting it.


The Badri KC faction of the NRNA has been insisting that the general convention of the unity can be held in October, while Ghale has been saying that it is not possible to hold it right away. 

After the meeting, KC said that the meeting held by the ministry in a coordinated manner was positive. 

Similarly, founding chairman Mahato said that there is no alternative to all coming together. He said that since the issue of when to hold the general convention of the unity is technical, the main issue is that everyone should come together and unity is not an option. He was of the opinion that organizations like UNDO should be abolished. Mahato was of the opinion that no matter what the court says, the two sides can unite together. 

Similarly, former chairman Jiva Lamichhane, a member of the ABAM committee, was of the opinion that it was technically difficult to hold the general convention of the unity in May as the conventions of the branches abroad could not be held immediately. Similarly, Kumar Pant said that since both sides are quarrelsome, there is no option but to come together after reviewing their weaknesses. Similarly, Ram Pratap Thapa and Bhawan Bhatta were of the opinion that there is no alternative to unity. 

Similarly, committee members Binod Kunwar, Janaki Gurung, Kul Acharya, Rabina Thapa, Devman Hirachan, Umesh Pudasaini had expressed the view that the general convention should be held in May. After the two sides came to the meeting, the Foreign Minister reiterated that there was no alternative to unity and said that the high-level committee should hold elections in May itself as per the court order. 

Meanwhile, committee member Kunwar said that Minister Rana was positive about holding the unity general convention in May and the unity general convention would be held accordingly. Similarly, member Rabina Thapa also said that the unity general convention would now be held in May itself. 

Minister Rana has also brought proposals regarding the election, including holding elections in May and handover in October, or holding elections in May itself, as per the court order.
